Turbo Issues Part 2...

Hi everyone, having seemingly endless issues with trying to get these twin turbos working properly. Any advice is much appreciated. Making no boost from primary turbo whatsoever, secondary turbo pulling well but i imagine not making full power as both should be working together at that point.

Its a 99 spec car on an apexi as it stands ive ran through the vacuum lines, replaced the solenoid box, turbo control solenoid and the precontrol/wastegate solenoids. Still no luck. Had it checked over and vacuum side seemed ok, Then advised to replace the turbos by a specialist as front turbine spinning very slowly. Bought a set of rebuilt twins and fitted, still the exact same . Nothing whatsoever until about 4500 rpm. Anyone had a similar scenario? Was temped to bite the bullet and go single as this is getting very tedious but realistically must be something fairly simple to fix as ive near enough replaced everything The charge control actuator appears to be working correctly which given the symptoms I thought was the most likely culprit. Check valves and the vacuum/pressure tanks are fine.

You checked the turbo control actuator moves, the pivot on mine siezed years ago, I didn't drive it much for a couple years, I just ran it up every now and then and I think a bit if condensation caused it to sieze, free'd it off and it was fine, I wouldn't have thought it would stick in the open position but worth a look. You checked the charge control valve is closing fully? You got an original ECU you could chuck on it to try? Bit weird you have no primary, usually its the secondary that plays up.
