It would be worth considerably more as a running car. As is you may get 12k.
Things I would look at - the basics
How old is the fuel in it?
Is it generating good oil pressure
Has it flooded? Exhaust stinks of unburnt fuel.
Are the HT leads connected correctly
Are you getting spark and fuel delivery at the rail.
If that's all good I would try it again on easy start. If it will fire on that then it's fuel system related - which is what I would suspect.
This is the kind of stuff we've looked at. Although it wouldn't hurt to look again.
We have suspected that it is fuel pressure related. I bought a full fuel kit from an rx7 at santapod with the fuel cell, swirl pot and braided lines etc. Tried that setup and struggled to get pressure, I went back to the standard fuel lines, normal fuel tank, can't remember which fuel pump, and got fuel pressure.
I'll be going through this checklist today. Thank you

Can you read any faults from the Apexi FC Commander? I know the information they give is limited at best but if it sees certain impossible readings from sensors it won't start.
The engine is rebuilt not new? and has stood without being run for a number of years? If so have you added any oil to the housings to lubricate the seals and temporarily increase compression?
If your taking the plugs out to add a few ml of engine oil to the housings (i use about 3ml per rotor face), then turn the engine over by hand and listen to how it sounds, the chuffs should sound equal.

I've not looked for faults on it mate, but I will do, I've been called away today so I cannot work on the car so it will be done through the week while I'm off work. That's exactly the case for my engine mate. And I did not know of this trick. I have read online that the engine behaves like it has low compression after a rebuild, this oil trick sounds like a great idea. I'm thankful to have a good sense of direction with my next steps with the rx7. By no means am I a newbie to them, I daily drove it for over a year and been to many rx7 events but this was nearly 15 years ago now 🤣 the more I read the more comes back to me.
