Help needed - missing hose?

I've been doing a fair bit of work on my project RX7 and just noticed this. It looks like there is supposed to be a pipe/hose fitting on to this crusty/corroded end.

Could anyone help me and confirm;

1. Is there something missing? If so, what is it? From what I can gather from diagrams, is it something to do with the throttle body coolant?
2. Why would the previous owner delete it? (assuming that's whats happened)
3. How can I find out how it was deleted? (in case the other side is bodged)
4. Is there any harm to leaving it as is?

Thermowax I'm sure the pipe ran to the rear iron, but has more than likely been rerouted to the top outlet behind the water pump housing

will be a pipe missing on the front of the throttle body too. if you look behind the filling cap on the water pump, follow the pipe that leads towards the rear of engine
