Bumper/underteay support thingy???

Please can someone post a photo of how the thing in the attached image fuxes to where ever its meant to be. Thank you

The three holes in it attach with plastic fixings to the box section behind the rebar, so it hangs in the bumper mouth and the lower section of the mouth bumper skin fixes to it.
