Idle

I have a large street port. When i got the car - previous owner turned idle up to 1600rpm to reduce stalling, iv lowered it to 1000 - its fine - apart from when i come to a stop, foot is on the clutch when braking & the car just wants to stall, unless i brake/ slow down very slowly.
But what i dont understand is that iv tried turning the idle up to 1100/1200 but it still idles at 1k, although when i give it a lil rev itl then idle at 1200 untill i rev it again, then itl drop back to 1000. Its almost like it has a 2 step idle, or something maybe sticking? I dont no what the best solution is to sort this out, & to stop it from trying to stall at 1000rpm. Or could that be normal with being a large street port/ fairly big spec? Cheers, any help would be muchly appreciated
