You can mod the early bumper to fit 99 spec lights if it held. It’s pretty simple, unless you want an all oem 99 front end

Mazda RX-7 FD FD3S '99 spec crash bar | eBay

For sale I have a 99 spec crash bar/rebar. These crash bars always crack where the mounting points are, on this one I repaired all the cracks (plastic weld) and reinforced the mounting points so they are now stronger than factory (see pics).
